The Order of the Ministry of Public Security of the People's Republic of China (No. 39) "Regulations on the Administration of Fire Safety in Public Places of Entertainment" was adopted by the Ministerial Office of the Ministry of Public Security on May 11, 1999 and is hereby promulgated. The Regulations on the Administration of Fire Safety in Places of Public Entertainment promulgated by Order No. 22 of the Ministry of Public Security on January 26, 1995 shall be repealed at the same time. Fire safety regulations for public entertainment establishments: Article 1 In order to prevent fires and protect public safety, these Provisions are formulated in accordance with the Fire Protection Law of the People's Republic of China. Article 2 The public entertainment establishments referred to in these Provisions are the following indoor establishments that are open to the public: (1) performances and screening places such as theaters, video halls, and auditoriums; (b) Dance and entertainment venues such as ballrooms and karaoke halls; (iii) Night clubs, music cafes and dining establishments with entertainment functions; (d) recreation and amusement parks; (five) Bowling halls, roller rinks, saunas and other commercial fitness and leisure establishments. Article 3 A public entertainment venue shall determine one of its legal representative or principal responsible person responsible for fire safety. When a person responsible for fire safety is determined or changed, he or she shall file with the local public security fire control agency. The person responsible for fire safety shall perform fire safety duties in accordance with the provisions of Articles 14 and 16 of the Fire Protection Law and shall be responsible for the inspection and implementation of the fire prevention measures, the formulation and exercise of fire prevention plans, and the construction of fire protection facilities, fire exits, power supplies, and Fire source management. Property owners of public entertainment establishments are responsible for the fire safety of public entertainment establishments after having engaged in leasing and contracting with other units and individuals. Article 4 In the construction, renovation or expansion of public entertainment venues or changes in the interior decoration of public entertainment venues, the design of fire protection shall comply with the provisions of the State's relevant technical standards for building fire protection. Article 5 In the construction, renovation or expansion of public entertainment venues or alteration of the interior decoration of public entertainment venues, the construction or business entity shall submit the fire design drawings according to law to the local public security fire control agencies for approval. Only after the examination and approval can the construction be completed; Fire safety inspections are conducted by the public security fire control agencies; they must not be put into use if they have not been checked or passed the experience. Article 6 Before a public gathering place of entertainment is used or opened, it must have fire safety conditions, declare it to the local public security fire control agency in accordance with the law, and issue a Fire Safety Inspection Opinion to the public security fire inspection after passing the inspection. Opened. Article 7 Public entertainment establishments shall be set up in buildings with a fire resistance rating of not less than Grade II; public entertainment establishments that have been approved for installation in Grade III fire rated buildings shall meet specific fire safety requirements. Public entertainment venues shall not be set up in ancient buildings and museums or library buildings, and must not be adjacent to important warehouses or dangerous goods warehouses; public recreation facilities may not be reconstructed in residential buildings. When public entertainment places are adjacent to other buildings or attached to other buildings, they shall be set up according to separate fire prevention partitions; the public entertainment places in commercial and residential buildings shall be set separately from the safety exits of residential houses. Article 8 The interior decoration design and construction of a public entertainment venue shall comply with the "Code for the Fire Protection of Interior Decoration Design of Buildings" and the regulations concerning the fire protection management of interior decoration of buildings. Article 9 The number of safe exits, evacuation widths, and distances from public entertainment venues shall comply with the national regulations on fire protection specifications for architectural design. Safety exits shall not be provided with thresholds or steps. The evacuation doors shall be opened outwards. Roll-up doors, turnstiles, hanging doors and side-sliding doors shall not be used. Doors, screens, and other coverings that affect evacuation shall not be provided at the entrance. Public entertainment establishments must ensure that the safety exits and evacuation routes are unblocked during business hours, and it is forbidden to lock or block the safety exits. Article 10 Safety exits, evacuation routes and stairways shall be provided with light evacuation indicators that meet the standards. The signage shall be set on the wall at the top of the door, the evacuation channel and the corner at a distance of less than one meter from the ground. The distance between the signs on the aisle shall not be greater than twenty meters. Article 11 A fire accident emergency lighting lamp shall be set up in a public entertainment place, and the lighting power supply time shall not be less than twenty minutes. Article 12 Public entertainment venues must strengthen the management of electrical fire safety and eliminate fire hazards in a timely manner. Do not overload the power and do not pull temporary wires without permission. Article 13 The setting up of public entertainment places in underground buildings shall meet the following requirements in addition to the requirements of other provisions of these Provisions: (1) It is only allowed to be on the ground floor; (2) The number of safety exits to the ground shall not be less than two, and the width of safety exits, stairs and walkways shall comply with the provisions of the relevant building design fire codes; (3) Mechanical smoke prevention and smoke extraction facilities should be set up; (4) Automatic fire alarm systems and automatic sprinkler systems should be set up; (e) The use of liquefied petroleum gas is strictly prohibited. Article 14 It is forbidden to bring in and store flammable and explosive materials in public entertainment places. Article 15 It is forbidden to carry out equipment maintenance, electrical welding, painting and other construction and maintenance operations when operating in public entertainment venues. Article 16 Smoking and open flame lighting are prohibited in the auditorium of performances and screenings. Article 17 Public entertainment establishments shall not exceed the rated number when they are operating. Article 18 In karaoke rooms and their private rooms, sound or video alarms shall be provided to ensure that the screens and sounds of each karaoke room are eliminated at the initial stage of the fire, and fire alarms are broadcasted to guide people to evacuation safely. Article 19 Public entertainment establishments shall formulate fire safety management systems and formulate emergency safety evacuation plans. After business hours and business operations are completed, special personnel should be designated to conduct safety inspections. Article 20 Public entertainment establishments shall establish a fire safety responsibility system for all employees. All employees shall be familiar with the necessary fire safety knowledge, report fire alarms, use fire fighting equipment, and organize evacuation. Before the new employees can take up posts, fire safety training must be conducted. Article 21 Public entertainment venues shall be equipped with fire extinguishing equipment in accordance with the "Code for the Design of Extinguisher Configurations for Buildings" and set up an alarm call to ensure that the fire fighting facilities and equipment are intact and effective. Article 22 The acts violating this provision shall be punished in accordance with the "Law of the People's Republic of China on Fire Protection" and local fire safety regulations and rules; if a crime is constituted, criminal responsibility shall be investigated according to law. Article 23 These regulations shall come into force as of the date of promulgation. On January 26, 1995, the Ministry of Public Security issued the "Regulations on the Administration of Fire Safety in Public Places of Entertainment" which was also repealed.
