Furniture trade-in period

Subsidy object

Beijing household registration personnel; active military personnel and active armed police in Beijing; non-Beijing personnel holding valid "Beijing Work Permit"; non-Beijing personnel holding Beijing valid temporary residence permit. The purchaser of the new furniture, the delivery of the old furniture, and the applicant for the subsidy shall be the same person.

Subsidy standard

Individual consumers pay new purchases, and subsidize 10% of the actual sales price of new furniture. The government and furniture sales companies jointly pay 5% of each subsidy, and the maximum amount of single-piece furniture subsidies does not exceed 1,000 yuan.

Last year, the one-month furniture replacement policy was tried and will start again on July 1. Yesterday, the Beijing Municipal Commission of Commerce and the Municipal Finance Bureau officially announced the latest implementation of the old-for-new furniture replacement method. The time was half a year, and the number of old-for-new stores that consumers could choose increased from 16 in the previous pilot to 33.

Trade-in for a new 10% sale price

The furniture was replaced by a one-month trial in November last year. Yesterday's "2013 Beijing Furniture Trade-in Implementation Measures" stipulates that this year's implementation period will last from July 1 to December 31, which lasts for half a year. Due to the time limit for the delivery of furniture and the issuance of old-for-new certificates, it may affect consumers' subsidies. The method therefore emphasizes that the old furniture and the issuance of certificates will expire on February 20, 2014, and consumers will apply for subsidies until February 28, 2014.

The new method has changed in the three aspects of the number of participating stores, the recycling method of old furniture, and enterprise subsidies. As for subsidy targets, subsidy standards, and subsidies, the scope of subsidies remains unchanged. Individual consumers pay for old furniture and purchase 4 categories of new furniture such as cabinets, sofas, beds, tables and chairs, which can be subsidized by 10% of the actual sales price of furniture. The door-to-door recycling problem was controversial during the trial last year. When the new and old furniture delivery locations are inconsistent, the furniture sales enterprise can provide paid old furniture recycling service. In order to prevent merchants from arbitrarily increasing prices in disguise, the method requires furniture sales enterprises to enter new furniture categories, brands, models, sales prices, recycling of old furniture categories, purchaser's name and ID number, and trade-in certificate serial number into Beijing furniture. In the old-for-new management information system, the price cannot be changed, and the price of the code must not be bargained, nor should the consumer be allowed to enjoy the corporate promotion discount and the government old-for-new subsidy.

During the trial period last year, only five companies and 16 sales outlets participated, and consumers reported that there were fewer stores available.

This time, the sales outlets were publicly tendered and publicized. The reporter noticed that 12 companies were shortlisted during the public notice period, but one company did not appear on the list yesterday. Therefore, it was finally determined that there are 33 stores in 11 companies, including the Real Home, Red Star Macalline, Jimei, Chengwaicheng, Lanjingli, and Power.

The old furniture is completely dismantled and is no longer used.

During the pilot period, it is stipulated that the recycled old furniture can be reused by the furniture sales enterprise for the second-hand furniture operators to recycle or donate for public welfare. The furniture sales enterprises can not be reused by the furniture sales enterprises themselves or commissioned by the renewable resource recycling enterprises.

The new method does not mention the recycling or donation of second-hand furniture. Instead, it stipulates that the old furniture recycled by the sales company will be dismantled by the old furniture dismantling enterprise. The reusable dismantled materials shall be re-used and reused to realize resource recycling; the non-utility wastes shall be collected and disposed of by the waste sanitation department; and the hazardous waste shall be disposed of by the unit holding the hazardous waste business license.

Recycling and dismantling companies will also be compensated

Last year, the government subsidy for furniture trade-in was mainly for individual consumers. According to the Municipal Commerce Commission, there were too few companies involved in furniture recycling during trials, and it was inconvenient for consumers to deliver old furniture. In addition to subsidizing consumers this year, in order to encourage the participation of recycling enterprises, the old furniture dismantling enterprises also provide financial subsidies, mainly subsidizing the recycling and dismantling of old furniture, waste disposal, etc. Currently, specific subsidy standards are being formulated.
